    xxx规划委员会:                                                                

    位于xxx大桥北路新天地项目系xxxx投资有限公司开发建设。该项目原址没有街道,原貌是原机械厂、粮食局大米加工厂、职工家属区及戴家下湾上湾村民居住的一片棚户区,是xxx城区一块脏乱差的死角。2007年,xx公司在县招商引资热情的感召下,开始积极投入县安排的原县机械厂与大米加工厂改制职工住房安臵工程,戴家下湾上湾村民棚户区拆迁安臵工程,新规划打造"劳动广场改扩建"、"商业步行街"工程建设。目前,该项目工程除12#栋外已全部完工,下步紧接着要实施全项目的高标准、严要求的美化、亮化、绿化工程。xx最繁华一条街,最美一社区将在2014年春节前后闪亮载入xx版图。                                                                

    由于该项目涉及的大多数安臵户属低收入人群,对安臵物业管理成本高的电梯房和楼梯房的顶楼都非常抵触且需要在原地安臵。我公司为解决好这一矛盾,无奈增加了面积并加层,为提高安全性将砖混结构改为框架结构,仅这一项措施增加的成本达到百余万元,而加层面积仅为700余平方米,从单纯经济效益的角度来看十分不合算的。                                                                

    xxx项目原定位为小型住宅小区,后提升为商业步行街。随着项目建设的不断推进,周边地形的改造力度加大,致使原设计的地下杂房层高增加,并利用大桥北路与县正街自然高差,形成了上下                                                                                                                                    

    双层的步行街。此商业面积的增加,可以营造更好的商业氛围,使其可成为大型商超、高档餐饮、娱乐等设施配套,造就成为xxx城北商业中心。                                                                

    鉴于以上原因,我公司向xxx规划委员会提出调整xx〃新天地规划的请示:                                                                

    1、请示将1#、3#、4#、5#、6a、12#、13#的底层部分和加层部分计容。                                                                

    2、请示将2#栋因封闭阳台造成的增加面积及2#栋附属的2a、2b附属建筑计容。                                                                

    上述请示我公司已委托xxxxxx工程设计院绘制了xx〃新天地总平面布臵意向图。局部修改后的xx〃新天地总建筑面积由原84873.87平方米调整至100549.35平方米。容积率:1419㎡地块由原2.8调整至4.5;16799㎡地块由原3.67调整至4.5;45.58㎡地块由原3.38调整至3.8。(其主要技术指标见意向图)                                                                

    我公司认为局部修改后的新天地规划一是修补了新天地项目因拆迁安臵带来的矛盾和问题,恢复了小区的合理布局及安全性;二是提高了xx〃新天地土地的使用效率,同时符合xxx目前城市建设的需要。因而同时兼具了科学、合理、可行等几个特点。                                                                

    为此,我公司特向县规委会提出局部修改新天地规划的请示,并恳盼县规委会的批准!

    2013年12月8日篇二:规划调整申请报告                                                                            

    关于局部修改紫云山庄住宅小区规划的申请                                                                                                                                

    郴州市规划局:                                                                

    位于郴州市五岭大道的紫云山庄系高宝添房地产开发(郴州)有限公司开发建设。该项目是2002年郴州市招商引资的外资项目,2004年3月,经郴州市开发区规划批准后开工建设。经规划批准的总建筑面积为98000平方米(其它指标见原规划批准种平面图)。至2008年底,该项目除会所部分已全部完工。                                                                

    2010年上半年,因郴州市两城建设的需要,郴资桂高等级公路整体扩宽。道路拓宽后对紫云山庄项目造成了事实上的破坏。现小区南侧已建别墅及现紫云酒楼距郴资桂高等级公路路边距离仅20米,且小区南大门和进山庄道路也因此损毁。现在小区南线整体形象已被破坏,这一线的楼盘销售严重受阻,另整个小区居住环境都已严重不合理。小区的安全性也因此受到严重影响。 鉴于以上原因,我公司向贵局提出调整紫云山庄规划的申请:                                                                

    1、 申请将山庄南线c'27~32共6栋现已无法销售的别墅拆除,在此处新建32层的高层住宅楼。                                                                

    2、 申请将山庄南线d22~27共6栋现已无法销售的别墅拆除,在此处新建32层的高层住宅楼。                                                                                                                                    

    3、 申请将山庄南线b16、b17栋别墅及紫云酒楼拆除,在此处新建18层的高层商住楼。同时由于商业需要,申请郴资桂高等级公路在该处开出入口。                                                                

    4、 申请将山庄北线原会所由原规划批准的3~10层调整为32层的高层商住楼。                                                                

    上述申请我公司已委托郴州市城市规划设计院绘制了紫云山庄修建性详细规划(局部修改)的总平面布置意向图。局部修改后的紫云山庄总建筑面积由原98229.8平方米调整至280091.3平方米。容积率由原0.69调整至1.98。(其主要技术指标见意向图)                                                                

    我们认为,局部修改后的紫云山庄规划一是修补了紫云山庄小区因郴资桂道路扩宽而导致我公司利益严重受损的现实状况,恢复了小区的合理布局及安全性;二是提高了紫云山庄土地的使用效率, 同时符合郴州市目前城市建设的需要(提倡建高层住宅)。因而同时兼具了科学、合理、可行等几个特点。                                                                

    为此,我公司特向贵局提出局部修改紫云山庄规划的申请,并恳盼贵局的批准!
