71% of the earth area is covered by ocean    which is one of prime components of bio-support system, the treasury of resources and the significant regulator of environment. It is sure that people will grow to increasingly rely on the ocean as society develops.

The 21st century is the new century for human beings to tap the ocean. They are common rules and shared responsibilities for humans to uphold principles of the international marine law set by United Nations Convention on the Law of the Sea and the health of ocean, to protect marine environment, to ensure the sustainability of the marine resources and the marine safety.

China is a big developed coastal country which thinks highly of the development and protection of the sea and has identified marine development as national development strategy. China will strengthen the comprehensive marine management and continue to perfect the marine law system and it will be active in developing marine science and technology as well as marine education. China has made an active contribution to global ocean exploitation and protection by taking an active part in marine affairs within UN system, promoting cooperation among countries and regional marine fields and fulfilling its due obligations seriously.

China would like to take it as an opportunity to make introduction to the development of marine programs in 1988, the year having been established as the Year of Oceans by the UN.
