土地勘测定界成果检查验收办法

    一、土地勘测定界的范围                                                                

    包括土地征用、划拨、出让、农用地转用、土地利用规划及土地开发整理复垦等。                                                                

    二、土地勘测定界检查验收的技术依据                                                                

    《城镇地籍调查规程》、《土地利用现状调查技术规程》、《土地勘测定界规程》(td/t 1008-2007)、《全球定位系统城市测量技术规程》、《集体土地所有权调查技术规定》、《确定土地所有权和使用权的若干规定》、《土地利用现状分类》(gb/t 21010-2007)等。                                                                

    三、检查验收制度                                                                

    土地勘测定界成果实行二级检查一级验收制。一级检查为过程检查,在全面自检、互检的基础上,由作业组的专职或兼职检查人员承担。二级检查由施测单位的质量检查机构和专职检查人员在一级检查的基础上进行。验收工作应在二级检查合格后由国土资源行政主管部门实施。                                                                

    四、检查验收                                                                

    (一)、检查验收程序                                                                

    包括:申请---收件及受理---初审---检查验收                                                                

    1、申请                                                                

    由用地单位(个人)或有权批准该项目用地的国土资源行政主管部门委托具备勘测定界资格的单位开展勘测定界工作,并由勘测定界单位向国土资源行政主管部门提出检查验收申请。                                                                

    2、收件及受理                                                                

    国土资源行政主管部门接收勘测定界单位提出的土地勘测定界成果资料检查验收申请及成果资料,符合有关规定要求,资料齐全的予以受理。                                                                

    3、初审                                                                

    国土资源行政主管部门对土地勘测定界单位的土地勘测定界成果资料进行审查,符合《土地勘测定界规程》(td/t 1008-2007)及有关技术规程要求的,进入检查验收,不符合要求的退回,并说明原因。                                                                

    4、检查验收                                                                

    勘测定界成果实行二级检查一级验收制即二级检查合格后由国土资源行政主管部门组织有关测绘方面的专家、工程技术人员,对勘测定界成果资料实                                                                                                                                    

    施最终验收,验收费由勘测定界单位承担;主要采用听汇报、查资料、看图纸等方式,外业采用全站仪进行检查点测量等,包括控制网、界址点、勘测定界、面积量算等的验收。对于师市审批的项目,每两个月随机抽验百分之三十,合格率在百分之八十以上的,其土地勘测定界成果全部合格,低于百分之八十以下的视为其土地勘测定界成果全部不合格,全部返工,验收费自行负担。                                                                

    (二)、检查验收内容:                                                                

    土地勘测定界成果资料的检查验收,包括对土地勘测定界内业、外业成果资料的检查验收。                                                                

    1、内业成果资料                                                                

    对土地勘测定界内业成果资料的检查验收,包括土地勘测定界基础资料和勘测定界成果资料。                                                                

    土地勘测定界基础资料:                                                                

    (1)、土地勘测定界成果验收申请报告;                                                                

    (2)、用地单位或批准项目用地国土资源主管部门委托书;                                                                

    (3)、项目用地规划许可证或选址意见书及规划用地范围图;批准的施工设计和有关资料;国土资源部门在前期对项目用地的审查意见;                                                                

    (4)、用地范围内的地籍图、现状图、权属界线图、地形图、总体规划图、总平面布置图等;                                                                

    (5)、有关土地权属状况资料及调查范围图;                                                                

    (6)、有关的平面控制点坐标成果(必须为城镇地籍调查控制点);                                                                

    (7)、用地界址点拟订坐标(设计坐标)或与定界有关的资料;                                                                

    (8)、其他相关资料(测绘单位资质证、组织机构代码证、营业执照等)。 土地勘测定界成果资料:                                                                

    (1)、用地勘测定界图;                                                                

    (2)、用地勘测定界技术报告;                                                                

    (3)、用地勘测定界用地范围图;                                                                

    (4)、检查验收报告;                                                                

    (5)、观测记录、计算手簿及其他测绘原始数据等。                                                                

    2、外业成果资料                                                                

    对土地勘测定界外业成果资料的检查验收,包括以下几个方面的内容:                                                                

    (1)、项目用地范围内的权属界线、行政界线是否利用土地利用现状调查及土地登记的有关资料,其他土地权属界线的确认是否在当地国土资源行政主管部门的组织下,由相关权属单位有关人员按规程要求共同现场指界,并将                                                                                                                                    

    权属界线测绘到工作底图上;                                                                

    (2)、通过现场调查及实地判读,是否将用地范围内及其附近的各土地利用类型界线测绘或转绘在工作底图上,并标注三级土地利用类型编号,并进行核实,与实地不一致的,按变更地籍调查的有关规定处理;                                                                

    (3)、勘测定界平面控制网测量作业及精度是否符合基本技术要求;界址点的放样及界标的埋设是否符合规程的要求;地籍要素测量的方法、记录和计算,各项限差和成果精度,测量要素齐全、准确,对有关地物的取舍是否符合规程要求;勘测定界图的规格尺寸、技术要求、表述内容,图廓整饰、勘界要素的表述、有关地形要素的取舍、图面精度和图边处理是否符合要求;勘测定界面积的计算方法、用地面积的测算是否正确,精度是否符合要求;变更与修测的方法、测量基准、测绘精度等是否符合要求,变更修测后地籍要素编号的调整与处理是否符合要求。                                                                

    3、需提供检查验收的勘测定界成果资料                                                                

    1)、勘测定界申请验收报告;                                                                

    2)、勘测定界技术报告书;                                                                

    3)、项目用地地理位置图;                                                                

    4)、勘测定界用地范围图;                                                                

    5)、项目用地勘测定界图;                                                                

    6)、观测记录、计算手簿;                                                                

    7)、自查报告;                                                                

    8)、指界委托书,法人身份证、受托人身份证复印件;                                                                

    9)、有关引用的平面控制点坐标成果(必须为国土资源部门提供的城镇地籍调查控制点成果);土地勘测定界测绘成果坐标表;                                                                

    10)、其他相关资料(建设用地规划许可证或选址意见书及规划用地范围图,批准的施工设计和有关资料,国土资源行政主管部门在前期对项目用地的审查意见,测绘单位资质证、组织机构代码证、营业执照等)。                                                                

    五、备案                                                                

    经国土资源行政主管部门检查验收,符合《土地勘测定界规程》(td/t 1008-2007)及有关技术规程要求的,出具检查验收合格报告,予以备案,并进入项目用地预审、审批等程序,不符合要求的退回,说明原因,待修改完善验收合格后予以备案,进入项目用地预审、审批等程序。篇二:土地勘测定界报告

    1. 项目概述                                                                

    为保证(xxxx单位)建设用地的农转用与土地征收的审查报批,根据《中华人民共和国土地管理法》、《xx省土地管理实施办法》、xx土资发[2006]49号文件和xx市国土资源局的有关规定,特委托xx市勘察测绘有限公司,进行建设用地报批前的勘测定界工作。                                                                

    xx市勘察测绘有限公司根据建设单位提供的建设用地征收和农转用申报材料,确定建设用地勘测界线,抽调4名精干技术人员,集中配备精良设备和仪器,于200 年  月  日至200 年  月  日完成了权属调查、地类调查、界桩放样、地形测量和面积量算及汇总等工作,为工程建设用地报批和落实各阶段经济及时提供了详实、准确的基础数据和图件资料。                                                                

    本项目位于xx市    镇   村,用地以   、  为主,行政隶属(  个镇、)  个村(   村、  村、  村),地势平坦,通视情况和交通状况良好。

    1) 土地权属调查                                                                

    经国土主管部门授权,作业人员对用地范围所涉及的乡(镇)、村的权属界线进行调查,由各方面权利人到实地认界、指界,经各相邻双方认同后现场填写权属界线认定书。无法确权的,权属界线有争议各方权利人难以协调的,依照《中华人民共和国土地管理法》第2条、第的规定,由上一级权力机构代表仲裁界定进行确权。

    三、勘测定界工作情况                                                                

    1、外业测量情况                                                                

    本次勘测定界测区属浅丘地貌,通视情况良好,测量仪器为广州中海达zhd5900g gpsrtk、zhd8200e gps、日本产宾德、拓普康、德国产徕卡等l0台套全站仪。施测采用1980西安坐标系,1985国家高程基准。控制网使用已有e级gps点,并在其基础上布设i、ⅱ级导线点加密控制网。权属界线、地类界线采用全野外数字化测绘,并标注三级地类代码和图斑编号。界址点由权利人双方现场指界并埋设界址桩,同时对界址点进行解析测量,获得解析点坐标。
