据悉，在、台北等城市对遗弃动物都有惩罚举措。规定，“无合理解释的情况下丢弃动物既属犯罪，可处罚款1万元及监禁6个月”；的规定是，“未 基于动物之需要实施医疗，宰杀非肉用动物可处2000元至1万元罚款；弃养动物可处2万元以上，10万元以下罚款”。此外，对于动物的牌照供给，中国台北 和新加坡等城市，都对绝育动物和未绝育动物实行两套标准，绝育动物的上牌费要远低于未绝育动物，这也是鼓励宠物饲养者通过为宠物绝育，控制宠物数量的手段之一。
