杭州市公共自行车系统的现状\问题与对策

摘要：公共自行车系统是杭州市有关民生的一项重要举措，旨在延伸公共交通服务，推行自行车与公共交通换成模式，建设可持续发展的绿色交通系统。通过分析杭州市公共自行车服务点存在的不足，结合实际情况与道路交通规划，提出了优化公共自行车交通系统的对策建议：注重自行车道的建设和站点布置，建立科学合理的等级分布；完善服务管理程序，积极实现公共自行车系统自动化营运；提升与之相适应的服务体系建设等。

Abstract: The public bicycle system is one major initiative, taken by Hangzhou municipal government, in order to expand the public transportation service and promote the transfer of public bicycles and the other public transportation means, which contributes to build a green and sustainable transportation system. Based on the analysis of the problems existing in the service stations of public bicycles in Hangzhou and the roads traffic plan, this paper aims to propose the following solutions and advices to enhance the public bicycle system: 1) accelerate the pavements of the bicycle lanes and design a reasonable layout of the stations; 2) improve the operations of service management, and realize the autonomous running of public bicycle service system; 3) enhance the correspondent service systems.

但是由于城市目前的公共交通系统不完善，公共交通服务水平不高，存在下车步行时间过长、等候时候过长、换乘不便等问题，导致更多的人倾向于选择小汽车作为出行工具，从而使小汽车增长速度过快，引发了诸如交通拥堵、空气污染、噪音污染、能源消耗等诸多城市问题。低碳交通，作为一种“低二氧化碳排放”的绿色交通出行方式，正在受到越来越多的推崇，而自行车当仁不让地占据首位。

目前我国很多城市开始推广公共自行车。与国内其他大城市武汉、上海、苏州、株洲，佛山等相比，最早推行公共自行车系统的城市是杭州，并且在推行过程中取得了良好的成效。从2008年率先运行公共自行车租赁系统，到如今运行四年多的公共自行车已融入了百姓的日常生活，成为越来越多人所使用的便捷交通工具。然而，作为一种新生事物，在公共自行车实际使用过程中，它们还存在诸多问题。例如，公共自行车系统是否真的延伸了公交服务，提高了城市公共交通的机动性和可达性？是否真的吸引小汽车出行者改变出行方式？基于以上考虑，笔者通过对杭州市现阶段公共自行车系统的运行情况、站点设置、存在问题进行调查分析，从城市规划角度提出合理的完善建议，以期为今后杭州市及其他城市的公共自行车系统更合理地运行和发展提供有益的参考[1]。
